Ich danke Ihnen für die Aufnahme meines Beitrages vom 17.8. am 21. August 1998 ins Netz.
Über Auskunft eines Mitarbeiters der Ars Electronica habe ich den text an Sie in .txt format geschickt. Wie Sie aber selbst sehen, ist er in dieser Form für niemanden lesbar. Ich habe daher das file in html.format übertragen und bitte Sie sehr, entweder das alte file auszuwechseln (am 21.August 1998 im Netz) oder die neue Version ins Netz zu stellen. Ich muß in diesem Zusammenhang festhalten, daß mir über öfteren Anruf niemand mitgeteilt hat, daß es von vornherein zielführender gewesen wäre, das file als html file an Sie zu senden. <p><strong><big>Universal Mankind and Infowar or the Relationsphip Between Idea and
History</big></strong></p>

<p>I submitted my basic post to the netsymposium 1998 in German, taking into account the
ongoing net-symposium in English (NSE). (See the german section of NS 1998).</p>

<p>This paper represents the individual position of the author.</p>

<p>Only an extract is given here in English.<br>

<p>`must i attack ore defend positions? am i a subversive agent? or am i a casualty? do i
occupy multiple sides simultaneously?` NSE, Rackham 27.4.98</p>

<p>Ongoing discussion demonstrates confusion and perplexity about the function of
`progressive` not-conformist art in the sphere of the discurs about the psychological,
social and political implications of the established structures of power and dominance in
the global information- and communication networks. I try to construct a connection
between the ideas and features of the netsymposium 1997 (NS 1997)
(http.//web.aec.at/fleshfactor/arch/index.html) and the rather martial horizons of NS
1998.The subtle 1997`s plant is put into the cold storm of NS 1998. <br>
</p>

<p><strong>Historical Realities</strong></p>

<p>We are faced with globally threatening historical realities.</p>

<p>`Information warfare, in its essence, is about **ideas and epistemology** `(Stein in:
Information Warfare,1). * The target is the human mind* ` (Stein,2) `The targets of
information warfare, are the decisions in opponent`s mind, and the battlespace of the
human mind is also the zone of illusion`. `What he does is not based on reality, because
we`ve changed his reality`(Stein,4).(Chinese theories: NSE Fischer-Schreiber 2.5.98,
Russian in NSE Schoefbaenker 5.5.98; infowar in Ireland leuna 8.5.1998)</p>

<p>The concepts of 'information` und `reality` are intensively discussed (see f.e.Weber
8.5.98). I have to refer to my post to NS 1997:(http://web.aec.at/
fleshfactor/arch/msg00211.html).</p>

<p>`Information` as element of language leads to epistemological problems of the relation
between language, structure of consciousness (via language, before any language, for
learning language) and `reality`. To which extent language creates `reality`? (look the 5
school-types S1 - S5 about theory of human mind in my 1997 posting). </p>

<p>infowar is not only concerning people communicating via internet, but globally the mind
of widest masses of world population is digitally controlled, manipulated and limitated.
Tom Sherman points out:`the actual territory of information warfare is the human
mind`.`Order is imposed on data and these ordered data sets are directed toward human
minds. The human mind then attempts to impose order on the incoming ordered data. Conflict
in order occur. This is the beginning and the end of information warfare, a conflict of
orders in the human mind.`(MSE 13.8.1998). We are confronted with the difficult question:
which orders - in connection with or without existing orders - should be established? Is
there a basic, fundamental order, which can function as a (standard, criterion) to put
historical, empirical orders into adequate relationship?<br>

<p><strong>Vulnerability and lability of global systems</strong></p>

<p>`In states or groups with high technomic capability, the target set for information
warfare at the strategic level is wonderfully rich: telecommunications an telephony,
spacebasesd sensors, communications relay systems; automated aids to</p>

<p>financial, banking, and commercial transactions; supporting power production and
distribution systems; cultural systems of all kinds; and the whole gamut of hardware and
software that constitutes how the adversary knows and what the adversary believes.
Strategic information systems in states with high </p>

<p>technomic capability oftentimes are mirrored by operationallevel ones of equal
complexity. All are vulnerable to attack.` (Szafranski, A Theory of Information
Warfare,6). `ability to defend its largely automated infrastructure from cyberattack`(NSE
infowar 8.6.98; sceptically to such attacks NSE Schoefaenker 19.6.1998).<br>

<p><strong>The most important factors of infowar are elaborated in headlines:</strong></p>

<p>* Direct access to the computer </p>

<p>&nbsp;by receiving the electro-magnetical waves (compromising radiance). <br>
</p>

<p>* Manipulation of code elements in the software(protected mode, superoior mode; NSE
Hauptmann 13.5.98).</p>

<p>* Control and manipulation of the infosphere of radio and TV</p>

<p>Politically contextualized fictive universe of the communication media;, (e.g. Taliban
governement`s prohibition of using TV NSE Tijen 10.6.1998).</p>

<p>The role of Hollywood is discussed in NSE in connection with Ars Electronica 1998`s
Award policy since 6.8.1998 (Hollywood versus peole of Popotla).<br>

<p><strong>Idea and History (Proposal for Measures)</strong></p>

<p>`If there was a shared God worldwide, one that did not involve territorial battles on
land or brain,could this encapsulate a quality global vision for humanity? (I use God as a
term for a vision greater than the individual, yet embracing all, an ideology, rather than
being led by earthbound material desires).` NS 1997 Richard Brown, 29.8.1998</p>

<p>We pointed out: It is possible to find a conceptual relationship between the
threatening global horizons of abovementioned agressive mental infowar structures and the
ideas, elaborated in NS 1997. (see my contribution <a
href="http://web.aec.at/fleshfactor/arch/msg00211.html">http://web.aec.at/fleshfactor/arch/msg00211.html</a>
of 21.8.1997) </p>

<p>&nbsp;<br>
<strong>basics</strong></p>

<p>* the theories about the abilities of human mind - classified in 5 school-types of
epistemological theories - can be ranged according to the LIMITS they are predicting or
not predicting to these abilities, or according to possibilities they are negating (see
the system ABCDE in my NS 1997 paper).</p>

<p>This research leads inevitabely to the problems of INFINTY, wether in mathematics or in
the question of infinity of the universe. We pointed out that all historical theories of
mind developped till now failed in elaborating the abilitites of human mind perfectly and
that the principles of human minds comprehensiveness are located in the principles of the
infinite and absolute Divine Reason. The basics of human concepts and categories have to
be founded within the infinite Divine Essence.</p>

<p>The Doctrine of Essence with the infinte categories of the Divine Reason had been
elaborated by the rather unknown philosopher Karl Christian Friedrich KRAUSE (1787-1832)
containing the implications of the doctrine to science (especially logics and
mathematics), social sciences, law, art religion a.s.o.).</p>

<p>We consider modern trials to interprete human mind as a digitalizeable system to be
dangerous theses of limitation, impeding the human evolution manipulatorily in an inhuman
manner (see the papers about AI and HI). All kinds of infinities and therefore the logic
of infinties is not digitalizeable. (On the other hand the universe - if not alphanumeric-
is mathematically comprehensible [calculable] by means of the hierarchies of infinty; (as
a footnote to the post ernst@khm.uni-koeln.de of29. Juni 1998 imNS 1998;). Human
intelligence is not digitalizable, because the infinities mentioned above cannot be
represented adequately in the binary logics; (as a footnote to theses of TURING a.o.; see
also the language structures as boundaries in NSE Molyneaux 28.4.98).</p>

<p>Global networks and the underlying logics are therefore not the last abode and
residence of human reason.</p>

<p>* On the other hand we stated: If the target of evolution of human reason is the
perception of all steps of infinities, containing all finit units and if only the
recognition of this Basic Sccience enables us to deduce the ideas of the unitiy of
all-harmonic mankind (as the second target of evolution) the functions of global digital
networks are very important:</p>

<p>&nbsp;</p>

<p>a) The internetting of more and more subjects enables individual change to the
awareness of the unitiy of mankind and to social prejudice an patterns (see the MS 1997
post: Integrative mind by media).</p>

<p>b) a harmonically united mankind needs facilities for regulation and adaptation with
high complexity, enabled by global networks.</p>

<p>&nbsp;</p>

<p>* Neo-Idealism</p>

<p>Are these positions too far from contemporary horizons of discourse in philosophy?
Obviously not! (To be examined for other states and cultures).</p>

<p>MUENCH mentions neo-idealistic tendencies in Germany, based on KANT`s idea of world
citizenschip.(HABERMAS; JAHN; JACHTENFUCHS; a.s.o.) In the framework of discoursive
enlightment in ethics universal mankind based on global social politics and justice is
stipulated. (In NS 1998 see f.e. the transgression from local cultural units to `global
milieu`, global concepts of space, place, identity and geopolitics, cyberplaces with
groups of `elective affinities` NSE Duarte 10.6.98; also the global concept in NSE Manuel
de Landa discussing with Stalbaum 9.8.1998).</p>

<p>Neo-Idealism`s reinforcement of KANT is not sufficient. Enlightment has to go on to the
ideas of Divine Reason. KANT denied the ability of human mind to access to the Divine
Principles and HEGEL failed in a tragic manner in his research because of his eminent
dependency to KANT. <br>
</p>

<p><strong>How can we relate idea to the historical horizons mentioned above? </strong></p>

<p>One, Absolute, Infinte Concept</p>

<p>Ur-Concept</p>

<p>Idea Ideal Concept History</p>

<p>Accepting the ability to conceive the ideas of global mankind in the structures of
Divine Reason, the historical conditions of the planet have to be compared with them and
Ideals have to be elaborated for evolution step by step.</p>

<p>The discourse in this NS requires precise parameters concerning the quality of means
and instruments put into action to realize the ideas. The principles of all-harmonic
mankind must exclusively be realized only by `good` means (problem of `moral
classification` NSE Shafer 14.5.1998). What the concept `good` means, has also to be
deduced in the rationality of the Divine Essence. This doctrine is not a sword but similar
to a sun.</p>

<p>Constriction, violence, cunning, subversion, fraud, violation of laws, secrecy are
inadmissible. Here we note basic differences and distances to illegal and subversive
strategies of transformation.</p>

<p>(The following instruments have to be examinded according to these parameters: NSE

`revolutionary art` acron 21.5.1998; Hacking for Human Rights` in China, Hesseldahl
5.8.1998; Toward Bottom Up Information Warfare with theoretical concepts, Wray 7.8.1998).</p>

<p>The `mighties and lords of the world` have to take into accont, that world systems`s
devasting global structures of violence, suppression and injury as well as the disregard
of human rights by authoritarian regimes will provoce different counter-stragies from
terrorism to subversion till harmonized conditions in a global sense will be established.</p>

<p>Individuals, organisations, states a.s.o. wanting to realize the abovementioned
principles must not share subversive tactics and means contradicting to these basics. (see
the posting: `there is no evidence, that freedom can be preserved by hobbling a
democratic, constitutional government and preventing officials from doing their job;`
accountability through transperency, with constant reinforcement and fine-tuning NSE Brace
8.6.1998; the taxation of activists psychology see NSE mediaFilter 23.4.1998).</p>

<p>Which means are admissible? Exposure of the principles of the Basic Science,
contrasting to empirical history. Precise resaerching of existing historical conditions
and deficiencies in all social segments.Trials for evolutive political development in
comparison with the ideas by peaceful and public means. Evolutive political development is
an art itself.<br>

<br>
<strong>European Horizon</strong></p>

<p>EU central instititions are wide-awake of the dangers of total control and surveillance
of the global nets and have the political will, to implement legal instruments as a
counterpart against US dominance.</p>

<p>We cannot assume, that US global dominance (total information superiority) will
metaphorically be directed `by the invisible hand of History or the World`s Reason` from a
rigid central instance of power to an instrument for the global harmonization of the
universal mankind. A peaceful and democratic transition of existing global infrastructures
toward a universally equated legitime access to these resources for all states represents
a realistic political target.</p>

<p>All social groups involved (artists, scientists, economic lobbies, parties, NGOs,
private groups) should reinforce existing EU-plans by suitable initiatives and
contributions. There are still not developped all possible instruments in EU political

<strong>Conclusion</strong></p>

<p>The development of mankind causes an extreme global state of tension and crisis,
primarily to be seen als a mental fight, containing and interweaving military, political,
cultural, scientific, religious and psychological dimensions. An outlet can only be found
by deepening structures of rationality in the abovementioned manner including the new
ideas of the unity of mankind. All partial psychological, scientific, artistic, political,
cultural and religious orders (`patchwork of contemporary global plurality`) are
rationally harmonizeable in this basic order.</p>
