Dear Infowar participants,

this is the third time that the Ars Electronica festival is hosting an
on-line forum in the months upcoming to the actual event in Linz.  Let
us see if we can make a step forward in the development and
preservation of the free and open exchange of information and
opinions.  It seems important to state that this discussion is not
about the 'pro' and 'contra' of information warfare. Let us keep the
definitions open and first of all explore the different dimensions of
this term before we start to blast the Evil and praise the Good. In
this stage it is as important to come up with the basic documents as
it is to exchange arguments. 

The Infowar theme is asking for a longterm strategic estimation
about the nature of warfare, propaganda and counter measurements in
the age of digital technologies. We could discuss the changing role of
the military, the rise of economic tools in foreign policy, the 'war
on standards', but also the importance of cryptography and the 'hacker
myth'. The Gulf War is seven years ago. What has happened ever since?
Has the rise of the Internet fundamentally changed the relation
between the military and civic use of technology? What are the current
manifestations of manipulation and (counter) propaganda in the age of
a proliferation of media channels? Is information ecology our answer
to the daily overload of non information?

Let's start now and produce a diverse, comprehensive, and if
possible controversial overview of infowar.
