nice to see that there's local reaction to the award contest.

I hope nobody has sent the award announcement to you as direct and
private invitation asking you for things, and if this did happen I
must say that it sounds like a nice trick, since you're obviously a
quick replyer.

As you have probably noticed, the contest is of a 'blue helmet'
nature (as in UN). Personally I like to see the role of this jury as
of an observing comitee, and it's actual existence as a warning sign.
The fact that it is situated in the Ars context is proof of it's
intention to talk loud of the noticed weapons industry.

this far all's ok, and I would like to add only that c4i is not
necessarily the only area that this weapon has to be actively
employed in.

We don't buy weapons and are not able (or interested) to fund weapons
research and development. The function of the jury is to point at
information weapons around us, and to do this by assigning it an Ars
award because this tagging will produce a more interesting noise and
effect that any possible essay would do.
