In this film, Manu Luksch works with material recorded by video cameras set up in public places in London. The faces of the individuals who were filmed have been eradicated—colored over or cut out—in accordance with English laws regulating the use of such video material recorded in public. The statement being made by this “Manifesto for CCTV Filmmakers” is that no additional cameras are allowed to film at these locations.
