The material infrastructure is seldom the common property of its users and fees must be paid to obtain access to it. Nevertheless, the Internet is widely considered to be a sphere of information and communication whose use is free. Among the chief reasons for this are the gigantic quantities of information and knowledge freely available in it, and the fact that Internet standards are nobody’s private property. These are the pillars supporting the “Digital Commons”, just like free programs and open-source software. What brings digital communities together and what hinders their development? How are digital tools changing cultural capabilities to take action and the latitude for social initiatives?
